I have all if my listings clearly marked "Will ship worldwide" and either first class or Priority (depending on the weight). . But I have a buyer in Monaco who gets a message:
"This item will ship to Monaco, but the seller has not specified shipping options. Contact the seller- opens in a new window or tab and request a shipping method to your location."
I changed the method from first class to Priority and still get the same message.
He wants to buy it but apparently eBay is preventing him from completing the sale
WHY?
What is interesting is that he has a feedback score of around 250 mostly as a buyer so obviously he has made purchases.
Any ideas?

Well we finally got it straightened out. Maybe this will help anyone else that runs into the same problem.
Even though the Principality of Monaco is considered to be an independent country, (in the same way that Vatican City is considered sovereign even though it is in the middle of Italy) if you address it to the city of Monaco in the country of France it works just fine. But you don't send it to Vatican City, Italy.

Check your item against a listing of prohibited and restricted items for import into Monaco. eBay will display this message if your item is in a category that is often prohibited/restricted.

I don't know what the problem is but I would be surprised if ebay has anything built into their programming for when an item cannot be imported into a specific country.

They do ... it came about with the Global Shipping Program. Items listed with the Global Shipping Program will not show to a customer if that item is in a categories known to be prohibited for import into their country.

That's true in some cases, especially in the automotive section. However, there are many items that are sent to gsp that are never sent on to the buyer because PB feels there is or may be a problem with that item being imported. For example, at one time they were confiscating all or most guitars in case they were made of a prohibited wood but that didn't stop them from being listed for gsp. I still see that happen once in a while with other items sent there. Plus, when the gsp does restrict something, that is done in the listing process so the restricted country is not seen as a 'ship to' place. I've never heard of a buyer getting the 'shipping cost is needed' message because the item was restricted which is what you suggested in your original reply.
But even if the gsp has given ebay a list of items & countries not to ship to, I would be very surprised if that is true for non gsp sales. Has ebay actually gone to each countries website to see what they do and do not allow? They certainly wouldn't have used the USPS list as that is very much out of date and inaccurate and if that were the case, there wouldn't be any shoes or leather goods listed for Italy.
I certainly don't know that what you are saying is definitely wrong but I'm just saying I've never see anything to support that it is true.

It is a 59 ounce extra large coffee mug inscribed "Everything's bigger is Texas" with a picture of the Texas state flag. I find nothing even close on the list of restrictions.
And eBay's note says I will (therefore can?) ship there but the shipping method is not specified (Yes, it us).

I think there are some checks built in. I know my mom has issues with selling leather goods in Italy.
