About 6 of my packages have been reported "not received" by the buyer, and in 5 out of 6 cases eBay has refunded the buyer their money. The only time they did was when USPS claimed to have delivered the package to the address. In the other 5 cases USPS tracking only showed the packaging getting part-way to the buyer -- maybe only 90 miles from where I live, or maybe all the way to the buyer's home town, but not to their address. When I file a MISSING claim with USPS, they just send me "haven't found it yet" emails for weeks. EBAY REFUNDS THE BUYER BUT DOES NOT COVER MY LOSS (all packages were supposedly insured through eBay postage purchase). So l lose both the product and the the money paid, which was refunded to the buyer, who could be lying about receipt. Never do the missing packages come back to me. I have a 100% rating. How is this fair?

Because eBay did not buy the postage from USPS. The seller buys the postage.

You need to file for the insurance claim.
eBay did not lose the package.

You need to file an insurance claim with USPS then as you are the one who purchased the postage.

Where these coins sent using eBay Standard Envelope? The tracking and insurance is done through eBay. ESE are letter mail, the USPS can not search for these.
If the items have scans to show they were sent, you are covered by the insurance. To file a claim go to the ESE help page, the link to file a claim is towards the bottom of the page.
