So I'm not interested in losing money on every sale. eBay would like that sure, but for my needs, I charge the shipping cost on the FIRST ITEM, But if customer wants to buy 2, 3, 4 that is fine, they can ride along in the parcel. SO I CHARGE FOR SHIPMENT OF THE FIRST ITEM, BUT EACH ADDITIONAL ITEM SHIPS FREE, that is what I want, that is what I deserve.
So here comes eBay, can I do that? NOPE! Just spent 2 hours looking over this eBay malware they claim is a website, AND there IS NO WAY. I even went to a page that would supposedly do that, and it will NOT.
I want my first item to be charged $3.88 shipping from the Buyer, and if they get more, the ADDITIONAL ITEMS SHIP FREE. By the way, I have ONLY ONE THING FOR SALE (in quantity) so this is a SIMPLE situation. Rah rah eBay, way to go, make sure that nobody can do, what they want to do !!! Does any human being reading this have an actual solution to this problem? Be specific, I dont need to read any more posts telling me to go "do something" and that something isn't even present on the webpage. Yumpy SNAP

Yes, of course, I'm on a PC. Trying to do this on the tiny smart-phone screen, that would 100% guarantee of failure. Thanks to eBay, on a desktop PC there is also a 100% guarantee of failure.
SO one person says "turn on some promotional combined page". Of course that is ridiculous because the options should ALL be available and turned on, not hidden. SO, I go to that page. I see this:
That is such an incomprehensible pile of manure, that I don't dare touch it. I would have no idea what boxes to check, and neither would Albert Einstein, Elon Musk, and Robert Teller IF THEY were all sitting at the table together trying to figure out that "promotional shipping" page.

You can unselect the BEST ANSWER if that is not what you intended.
Just click on the down arrow to the right and select NOT THE BEST ANSWER and then save.

Yeah I don't think I deserved the best solution either. What I was saying you need a store for is a promotion that lets you do combined shipping discounts on multiple listings.
I still think there is a way without a store that you can do what you want to do. We just have to figure out why you're not getting the option that others are getting for each additional item. Did you by any chance look at that link I sent in my last post and see your settings for combined shipments? I see @pjcdn2005 posted it also in their comment above.

As I said earlier you do not need to touch the promotional page or combined shipping discounts. Those are for multiple listings. Did you go to the link that I gave you and allow combined shipping and discounts?

From your screen shot, with the 'ebay recommendation" and the I don't know package details verbiage, it appears you're using the simplified quick tool.
To get the additional cost shipping box to show up you'd have to be using the advanced listing tool. Go in to edit the listing and see if you can find anywhere where it has a link to change to another listing tool.

Hi Sapphire Studio, thanks for looking into the difficulty I'm having. Yes good news, I think maybe its solved now. The link you're providing, it's for some "promotional shipping rules"...
OK one of the shipping rules is "maximum total shipping". So I want buyer to pay $3.88 for shipping first item, but everything else ships free. "Maximum Total Shipping" allows me to enter $3.88 ...
Likely "maximum shipping cost" will make it work how it should.

"promotional shipping rules" is where the solution might be. It really is incomprehensible though.
"select purchase requirements" what does that mean, nobody knows.
I'm OK with "maximum shipping cost" cause it's a phrase that I understand.

This is how I do the flat rate shipping without using the promotion.
Go to Shipping preferrences It is found in your account settings or in shortcuts in the seller hub.
But heres a link to get you there faster Shipping Preferences
Click edit Flat Shipping rule
Next place the amount you want subtracted from each additional item.
You can add this rule to your Shipping Policy..

From your screen shot it appears you created the listing with an older listing tool. You need to create a new listing with the latest tool. You should be able to revise the listing and find the option to switch to the new tool at the top right, however if the option isn't there, just create a new listing.
While you can try clicking on "Sell Similar" in the drop down menu next to the item, which should switch to the new tool, you might want to just create a whole new listing from scratch using the new unified listing tool here:

Make sure your quantity is reset to more than one and the shipping option for additional items should appear.

There are thousands of sellers that use the phone app. So stating that "of course" you are on a PC is a little off the beam.
So are all of your garbage, manure etc. statements. If you find this site unusable don't use it. Others have given you advice and solutions to what you are asking. That would be what to do on this "garbage" site.
And your statement in the opening post that eBay would love it if you lost money on every sale is just silly. How many would keep selling if they lost money on every sale?

Ok, i saw something about new and old listing tool. as i have sold a hundred things in the past without any difficulty, no doubt i chose “old listing tool”.
So then here is a question, is the new listing tool generally ok? i usually avoid “new software” whenever possible ( if the old software works). what’s your opinion is “new listing tool” a trouble-free choice? You didn’t have any issues with it? Let me know, because maybe depending on your comment, i should try the “new listing tool”.
Note also i did find one solution, in “old listing tool” there is a place in a “shipping preferences” to set a maximum shipping total. I believe i have limited the total that way, for additional items the total maximum shipping, i set it to $3.88 which is the price to ship just one. so if they order 4, it should still be $3.88 to ship.

For what you want to do you don't need to fool around with shipping rules in your preferences, which really is for combining purchases and shipping from separate listings.
The old Advanced/Business listing tool will do what you want, but for some reason you are stuck on the "quick" tool or with something that isn't working correctly. The new tool is not as bad as some make it out to be, although it can be a pain with the extra clicks and often hidden functions you have to locate. Besides everyone is being switched over to it, like or not.

I agree it must be the version of the listing tool you are using. I have multi-quantity listings where the additional postage is easy to enter. I do not do policies, rules any of that stuff. My form doesn’t look at all like yours.

I don't do 'business policies, shipping policies etc. and my listings are 4 to 10 years old (when I list something 'new' I just use one of my 'other similar' items etc.).
Anyway; go to Seller Hub
go to the LISTINGS box
scroll down to the first one, should be 'Active Listings' and click; then find the 1 item and click 'edit'
