Why does eBay list exclusions when you've stated you only ship to USA?

Why does eBay list exclusions when you've stated you only ship to USA? The exclusions are clear when the seller chose "Ships to USA" and not "Ships to USA and every other place not on EBay's exclusion list. The exclusion list when one chooses a specific singular country they ship to couldn't be simpler: so no bids should be allowed by bidders with shipping addresses that are not in that singular country chosen.  It's a waste of time and leaves sellers open to trolls bidding on items to try and cause the seller to loose money due to shipping costs. No, I'm not going to spend $80+ dollars shipping a $100 item to some foreign place. Sorry if your businesses in your home country price gauge you but I can't sell items essentially free to make up for those businesses in your home country's excessively high prices.

@jack.seas.null   Did you receive a purchase from a Foreign Buyer?  Some use a US Freight forwarding company so they can have a US based account.  Sellers ONLY have to ship to the US address, Buyer pays for shipment to their country.  I have sold to a number of foreign Buyers like this without issue.  That is not to say I might not have an issue in the future but thus far no problem.

When we had PayPal you could block foreign funding sources, eBay's Managed Payments does not have that setting (by design I suspect - but they should).

 

I think I've seen that Exclusion setting but never paid much attention to it ... I don't ship much outside the US ...

I do have an item that is likely to be won by a foreign bidder today and I checked the Global Priority Flat Rate Package 6 - 10 days and it was $40! 

 

So then the surprise was that EBay included the entire world when I do not choose the eBay Global Shipping program. Is there a way I can still via the EBay global shipping program now that I'm in this spot of needing to ship globally for this item? 

 

I have seen after I checked, one must exclude all the world regions individually; BUT that EBay Global Shipping Program checkbox being not checked and a seller stating that they ship to the USA is about as obtusely misleading User Interface Form as a programmer could make up. 

 

Anyway, the bidder is not at fault so I have looked up and found I can ship a package weighing about 2 lbs to this country for a bit less than $20 as a "1st Class package" if I can't use the EBay global shipping program after the fact.

 

I would be not concerned at all but not 2 weeks ago I had a bidder in a US protectorate bid and win on a laptop in the hope I'd ship before they paid. They never paid and I never shipped.

Hi,

Same problem have be faced past day finally i have got identified this. If you have create so many business policies it can be happen. After detecting my matter I made a chat with Ebay representative and explain then the provide me to solution and all the business policies that have been created is removed now I have no feeling about like that question.

 

So please follow on your business policies that have created some time issue may be there.need to be remove all of that

@jack.seas.null   If you do not want to ship to that Buyer and it is an Auction listing simply Cancel their bids and add them to your Blocked list.  These links will help:

Good luck. EBay does not have a very clear user interface for sellers listing items.

 

Also, I noticed there is the EBay Guaranty for buyers if they buy something broken or not what is listed but what guaranty do we sellers have if we ship to a person that didn't pay? I almost did that two weeks ago. The account the buy used was a fake account with fake reviews! It does not inspire me with confidence that eBay is proactively working to protect sellers from scams. I only sell things occasionally, only less then 20 times in 20 years, eBay wants too much money in fees from sellers.

Thanks. This buyer is OK I think. I will ship to them if they pay as the bidder isn't knowing eBay's stunts with regards to duping sellers to up the amount of eBay fees. eBay's not paying for shipping and packaging anywhere after all. I'm not thrilled with eBay purposely setting up that shipping page to dupe people into selling internationally to increase the chances of a sale, even if the seller looses money by the time eBay fees and international shipping and packaging costs are deducted. 

 

The one from 2 weeks ago that tried to scam me out of a $900 laptop I did cancel the sale and blocked him and two other eBay accounts he created and bid with on that laptop to try & make himself look legitimate.

 

EBay's always been seedy though. Most buyers and sellers are OK but the frauds are so systematically pervasive you really have to watch doing anything on eBay. I can remember in '96 or '97 when I bought a neon Budweiser Beer frog sign and the seller in Schaumberg Illinois sent it to me broken and at that time eBay didn't guaranty I'd get what the seller promised on the eBay site. $350 down the drain. It was 10 years before I used eBay again after that fraud.

Always make sure you have been paid before shipping.  Check the payment details on your order page.  However eBay does tell you whether the payment has been received.  Unfortunately eBay's Managed payment program doesn't allow us to prevent buyers who use freight forwarders to make purchases.  You only have to ship to US addresses.  Be aware that items such as your laptop or other high value computer items brings out the scammers, but you can cancel their bids and block them.
