Doesn't happen often, but I had a porcelain bowl broken in shipment by USPS, shipped PM, so covered by insurance. The information that I needed to gather to file this claim has to be gathered from various places either on eBay or Paypal and some is not available at all. Why can't eBay make it simpler to file these claims?
1. USPS wants phone# and email address of buyer, not available & email address can't even be sent through eBay messaging service. Use to be available from PP, but no longer.
2. USPS wants copy of invoice, which does not contain shipping info such as tracking# or shipping date, have to get that info elsewhere.
3. I don't have a scanner so have to create a pdf or snip to copy invoice to include in claim, couldn't they create a easier way to do this. Lots of people on eBay are not very tech savvy & have no idea how to do that.
Just spent over an hour gathering this info & had to message buyer twice etc. Sure seems it should be an easier process!

I simplified the process by making my husband do it.

You just have to know where to look.
1. Both the phone number and email address are available if you go to 'view record' from sellers hub.
OR
2. In sellers hub if you click on print shipping label or invoices and then click on invoice for your own records a form will come up that has the buyers phone number, email address, purchase info, shipping date and tracking number.

Are you talking about eBay making the USPS process simpler or their process relating to it simpler. I don't really think that eBay has the power to change the USPS process.
