Why are some of my collectible items allowed to be sold here in the USA and shipped through the Global Shipping Program to Russian Federation & some of my collectible items do not give that option?

Without knowing specifically what items do not have the option, we cannot answer your question. Just making some guesses, but is it possible the items are proscribed from being shipped to the R.F, at all?
Some of your items may be too large or delicate to be shipped there or there have been many problems with items of those sorts being damaged in shipping.
The GSP does repack items they deem are being shipped in too large of a package, without regard to the fragility of items and safe delivery.
To be honest, I will never use the GSP to ship abroad, nor will I buy from sellers who use the GSP to ship internationally. The costs are ridiculous, customs fees are often charged when none are needed, shipping can be slow, They can repack items, and trying to collect on an insurance claim for missing or damaged items is next to impossible.

So if the item is of great value or fragility then eBay's GSP will not insure? We're talking about collectible porcelain & glass, some expensive and some inexpensive.
Here's what raised a flag for me...I've had inquiries on a couple of old collectible porcelain figurines from folks in the Russian Federation asking me to give them a quote on shipping and my reply is always "I only ship through eBay's GSP and sadly the Russian Federation is not on the International list to ship to."
But then yesterday I sold a $35 figurine to someone in the Russian Federation through eBay's GSP. So I'm guessing if it's not worth much then they'll take a chance on it?
Does this make any sense?

While there is not an escargo @antiquevintageusa on antics, not sense the last time we attacked them, There is steel a $550 limit on GSP shipments to Russia.

I don't know why the gsp will ship some items but won't ship other similar items to the same location. In some cases it probably is that the items are priced higher than the maximum but you also have a number listings under $100 that don't ship to Russia.
Right now buyers in Russia are seeing your listings with a shipping price as not specified. That means that they can still purchase the listing but not pay for it so you might want to block countries that the gsp hasn't included for that listing. To do that, go to accounts/site preferences/ buyers requirements and block buyers with a primary shipping address in a country that I don't ship to.
