In shipping preferences, I just created a domestic shipping rate table thinking that would make my life easier. Instead, I just wasted several hours revisiting all the account settings, preferences, active listings overview, lcreate listing, and revise listing pages in a doomed quest for a nonexistent drop down menu. Ebay.com for desktop browser, and Ebay.com for mobile browser, do not appear to offer me any way to create a product listing that uses my shipping table. When I create a listing. I see a choice of 3 check boxes. 1. "You pay" ... 2. "Buyer pays - calculated shipping"... and 3. "Buyer pays - flat shippjng". If I choose 2, it calculates postal rates by zipcode without using my table. If I choose 3, it asks me for a dollar amount which is the cost of shipping to any buyer anywhere... no mention of a rate table. I am baffled and frustrated. Ebay put a lot of effort into the rate table feature, then removed it from the listing page as well as from the active items overview page where it was once accessible from a drop down next to an item.
If anyone has a solution, or any thoughts, I'd love to hear from you.

Create a template with the table. You should be using templates for selling anyway as it eliminates almost all of the headaches and "eBayism features" that eBay insists on throwing in your face.

...aaand, this is what I mean when I say that eBay went to all sorts of trouble to create shipping rate tables, and then got rid of all the ways to work with them.
Starting on page 6 of the pdf,
1. There is no bulk listing tool with a shipping rate table option anymore...
2. You can *try* creating a business policy with a shipping rate table, but it insists you add a flat rate before you can save your policy, and then the "use shipping rate table" section DISAPPEARS and won't come back...
3. There is no longer a shipping policies section with a drop-down menu. It just isn't there.
If any of you kind folks can actually verify that you, personally, can get to and see these features on the current eBay website, I'm all ears. Otherwise, I'm forced to conclude that eBay programmers have accidentally, messily "designed" shipping rate tables out of existence.

If I could create a listing, I would. When you say "create a template", what specific page are you referring to? A link would be most helpful.

When I select "Flat rate" in the shipping section, I then get a check box below it so I can choose the shipping table.

When I choose "Flat Rate" there is no checkbox to use a rate table.
