I have won and paid for an item on 18. July and did not receive it in claimed period. Opened a case and been writing a complain to the seller as adviced by eBay. He admitted the item being not delivered and returnig to him and promissed to send my money back once he receives it.

I have not received my money untiul today 3. October even though I have repeated my requests several times. Now he even doesn't respond anymore and my case has been automatically closed.
Ebay doesnt allow me to open a new case and no matter I do it always reffers me to my open case that has been closed. I can't even contact eBay to step in.
What to do in such case? Does ebay has any contacts I could reach? Have not find any.

So, after you opened the case, did you return to the case at least 96 hours later and ask eBay to step in?
You had 30 days to handle this. If that deadline has expired (probably), you can open a case with Paypal or do a charge back on your credit card.
ALL buyers owe it to themselves to familiarize themselves with the Money Back Guarantee and how it works. It takes more than just one step, usually, to resolve a problem.

Never wait that long. eBay allows a max of 30 days from last given delivery date to file a case. Paypal it's 180 days from purchase date. If you paid by credit card as you always should, contact your card company. Your running out of time.

Thank for the detailed reply. I know it is my responsibility to fimiliarize with the rules. On the other hand I have been following ebay recommendation to give seller extra time because of the COVID. From now on I will no have any mercy and ask ebay to step in immediatelly.
On the other hand how do you get in touch with ebay. Not via case. Just how to contact them. Such a big and reputable company and you can't call, chat, email them. No contacts at all.

It's okay to give them extra time, however don't give them so much time your protection expires. Open cases within 30 days from the expected delivery date. Once a case is opened if the seller doesn't refund you must go back to the case and ask eBay for help. A case will close automatically for being "inactive" 21 days after it was opened if you do not ask eBay to step in and force the seller to refund. Once it has closed it can't be reopened.

Actually, if the OP paid with Paypal, he has 180 days to open a case there.
Or he can do a charge back on his credit card. I think most of them allow 180 days also.

No! that's the same trap. Go back immediately to click "Escalate to PayPal" at the bottom of the page.
Then if the seller contacts you @martin.luptak for example telling you
- they are "resending" the item, or
- to close the case and they will give you a refund,
do not respond. Just go completely silent and wait up to 11 days for your automatic refund.
November 3 is the day THE CASE WILL CLOSE without a refund, in 30 days from today.

Thanks. Unfortunately I have already submitted the case. Now it says they have contacted the seller and expecting his answer by 14. October. So let's see.
