What is the exact meaning of handling time?
My thinking is that handling time is when the item is packed/sealed to the printing of the actual shipping label.
Also, when they mean same business day, does that mean from 9am-5pm, 5pm being the time of closing of the business day, Monday-Friday?

Handling time is the interval between the moment that payment clera, and the moment that your packge gets it first scan by the carrier (such as a USPS Acceptance scan).
Weekends and holidays don't count. eBay follows USPS's holiday calendar. However, eBay does not pay attention to "business hours". If you have 1-day handling that means you ship on the next business day after they day that payment clears, even if the payment cleared late at night: If you are paid on Monday, you ship on Tuesday. You have until midnight (Pacific time) on Tuesday night to get that acceptance scan.
If you are paid on Friday, Saturday, or Sunday, then Monday is the next business day.
If you choose to offer "Same business day" handling, you can set a cutoff time. Payments received after that time can be mailed the next business day. This is your choice, regardless of the hours of operation of your local Post Office. For instance, you might choose a cutoff time early in the day if you want to be sure to have time to pack everything, or if your carrier pickup usually comes early.

Handling Time is the time you allow yourself between an order and shipment. In my case, it includes packaging, printing the shipping label and getting a scan. 'Same business day' would be when all that happens by the time your local PO closes. Yes... eBay counts 'Days' as business days.

From the time you sell your item to the time it is shipped to the buyer. If I have a 1 day handling and sell an item now, I need to ship by tomorrow.

What if it's same day handling. They ordered the item at 4pm that same day?

Clearly, you would be unable to ship. Semantics. You would need to ship the following day, and if the next day was Sunday, then you'd ship Monday. I sure hope you are not serious.

If my cut off time is 5:00 pm, and the order comes in at 4:55 pm. I have to get the package to the Post Office before 5pm.

I am on the East coast. If I have 1 day handling, and a buyer pays at 2:59 AM my time I would have to ship it the same day as that is 11:59 PM eBay time. I would have until 11:59PM to get a carrier scan.
2 day handling would give me one more day.
And yes,............... business days are M-F, but NOT 9-5. The eBay day is on a 24hr clock with no regard as to when you can actually put the item in the hands of the carrier.

What if it's Wednesday at 4:55pm and the cut off of close of business day is at 5:00pm? Can u be serious?

As stated, you would need to get a scan that day by 11:59PM
A same day shipper would generally not have a 4:55 cutoff time unless thay had means to get a scan that day..

You have to set your same-day cutoff time early enough to give yourself time to pack and get the item to the PO. If your PO closes at 5, you should probably set your cutoff to 3 PM. Here's how a seller sets up their cutoff time for same-day handling.

I have my setting as same-day handling. The cut off time is at 5:00pm. Let's say the order comes in at 8:00pm that same day. I have until midnight to get the carrier scan?
