I have never heard of the "Ebay Shipping Protection Plan", what is it? If a seller ships and package and it is lost, the seller would have to refund the buyer. Seller would then file a claim if the package was insured.

Beware scammers who advertise on other sites and tell you that the transaction will be handled through eBay.
That is not how eBay works. eBay does not rely on users finding ads on Facebook or other sites and sending contact information to a seller. Likely the seller will send a phony "invoice" that appears to be from eBay but is not, asking you to pay with gift cards to have the vehicle shipped to you for a free evaluation period.
eBay has no warehouse and does not ship vehicles. eBay does not handle such transactions or provide "vehicle protection orders". Scammers often promise those things, though. Any phone number you may receive on such an "invoice" does not connect to eBay, but to the scammer.
Anyone that asks you to purchase gift cards or to send card codes to them to complete a transaction is trying to take advantage of you. Anyone asking for a gift card is looking for a gift at your expense. Once anyone else knows the code, your money will be gone and you will have no recourse.

The only way to purchase a vehicle on eBay is to sign in to eBay.com, find the vehicle on eBay and complete the checkout process on eBay. You may have to pay a deposit. Then you typically meet the seller to inspect the vehicle and pay the seller.
If you encountered an ad on another site, contact that site to have the ad removed. eBay is not involved with any ads listed on sites other than eBay itself.

If a claim is successful it protects both by refunding the seller who has to refund the buyer.
Are you referring to the Ship Cover Insurance from eBay? With this insurance you can not even file a claim until 30 days after shipping. The seller is the one who would have to make the claim.
If a package is lost, as soon as a Item Not Receive Claim has been made, seller should contact eBay Shipping and ask about getting an extension on the delivery to allow time to file a claim.
Even with a extension it could be that a buyer may have to be reimbursed before a claim is submitted or granted.
No matter the insurance, they all have timelines of when a claim can be filed and the timelines could require you to reimburse the buyer to keep in good standing with eBay even though a claim has not been settled.

This is great info. In my case the package was delivered completely destroyed. USPS put a sticker on it saying sorry for the inconvenience, packages get destroyed from time to time etc. So sounds like I can file a claim right away and provide all the info the claim form is asking for and I will be reimbursed as the seller and I will reimburse the buyer and everyone is covered in the transaction. Is that correct?

That is the desired outcome and hopefully that is how it will work. I can not say if your claim will be approved. Since it is a damage claim you can probably start your claim now.
You did not say, is it the Ship Cover Insurance? If it is you can start the claim within eBay.
Most of the shippers you can file the claim on-line.
Between you, the buyer and the shipper you will have to decide who will hold the package during the claims process.
The shipper may want the package to examine and determine if it was packaged well enough.
If claim is approved or not the buyer should still be reimbursed.

You are out of luck for getting a refund for something you purchased over a year ago. You waited way too long to get a refund.
