Order did not arrive

I ordered an iPhone on the 9th of September 2023. And it is 07 November 2024, and I haven’t gotten anything

You only had 30 days from the estimated delivery date (as shown on the order) to file a claim for non-receipt. 

At this point, you should file with your credit card company.

Can’t the seller refund me? It shows on the tracker that my parcel hasn’t arrived.

The seller can do it but whether they will is questionable. If they haven't shipped the item in 3 months, it's unlikely they'll issue a refund voluntarily. 

You can try opening a claim for non-receipt through the order. There's nothing to lose by trying. If the seller doesn't respond or cannot provide tracking showing delivery, go back to the claim and ask ebay to step in. 

The problem is that they may not find in your favor since you waited so long.

What was the latest expected delivery date? How many days has it been since delivery was expected?]

You have 30 days from the expected delivery date to open a not received case. 

Find the transaction in your Purchase History and let eBay know the item hasn't  been received.

Unless a typo, you said Sept of 23 you bought it...it has been well over a year now.  Did you mean Sept of 24?
