I can't buy labels on eBay. I would go through PayPal or USPS, but both sites are also down. Will there be strikes against my account for shipping late?

Depends upon what you mean by a "internet outage".
If the internet connection to your home is out then go to the home of a family or friend. Go to a public library. If your small local library does not have internet access then you can sometimes get a library card at a larger associated library in your region that does (bring you local library card to prove you belong to associated library). You might have to pay the library a tiny fee for each page of paper you use. Remember to take a list of user names and passwords.
PayPal or USPS both down at the same time? Are you sure this is not a browser issue, such as your browser not refreshing the page because its using you browser's cache instead? Try clearing your browser's cache, restarting the browser. There are apps such like PrivacyScan (Macintosh) that will delete various settings from multiple browers at the same time. Try installing another browser. You should have at least one other browser installed as a backup.
Go to pirateship and import your eBay orders there. Commercial pricing, $100 insurance, cubic pricing, easier to use interface.

Sadly they will say it’s your responsibility as a seller to access it. Can you go to Starbucks of a coffee shop and download them and print at fedex or kinko or library? I’d be worried about the strikes
