What happened to the shipping preferences page?

I am trying to edit the list of countries I want to ship to.

The instructions say:

1. Sign in to your eBay account and click on My eBay.

2. Click the Account tab, then Site Preferences.

3. In the Selling Preferences section find Shipping preferences and then click Show link

4. Click Edit next to Exclude shipping locations from your listings

5. Select the states, territories, countries, or regions you don't want to ship to. You can exclude entire continents or select Show all countries, and then select the specific countries you want to exclude
6. Click the Save button and you're exclusions will now be all set up.

I get to the page that is supposed to have the list with all the little boxes to check in front of the nations and continents, and they are missing.  The page shows only a caution that whatever changes I make will be saved to all my listings, and a save button.

The previous page indicates that I have 217 locations excluded.  I was forced to exclude places during the pandemic, and now want to resume selling world wide.  I can not find the place to edit the exclusions.

Please help.

Don't do it in your 'account preferences'- simply click your active items, click the top box that says 'edit all' (is a drop down) and then click top box again, click 'edit' and find 'exclude shipping areas'.

My active listings page goes to seller hub.  It has the bulk editing tool.  I'm not finding "exclude shipping areas" in the bulk editing drop down.

There is a "shipping policies" in the drop down, but it only allows me to click from a list of things that do not really show any details about what they do, and make no mention of excluding shipping areas.  It looks like there are over 200 of these "policies", and a lot down the list say they apply to a small number of active listings.  None say they apply to all the listings.  I didn't write any of these things and do not know where they came from.

I have always had my listings written individually with some exclusions for specific places they steal mail.  I think I had the account preferences set similarly.  I excluded everywhere outside US and Canada in 2020, after USPS lost every international package for the first half of the year.  At that time, I had trouble with the preferences not applying to new listings after the preferences were changed.

Now that I am trying to change it back, it would have to be a change in the preferences, so that the change back applies to all new listings.

Or, they dramatically changed everything, I don't understand, the account may be locked with the previous preferences, and I am in a very bad position.

OK, I may have figured this out.

I was trying to figure out the "policies" thing.  I had never heard of this before.  It showed 250+ policies in the list.  It showed these policies applying to different quantities of my listings, but none to all.  The names made no sense.  The contents of the policies made no sense.

I found an Opt Out link in very small letters at the top right hand corner.  Clicked it.  Went back to find the shipping preferences page.  All of a sudden, all of the lists of continents and nations had returned, with the same ones checked as I had done in 2020.  I have reedited the list back close to what it was.

I will have to see if it works and the preferences are applied to all my active and future listings.

I wonder when they opted me into the policies thing (probably late 2021), and how much this  policies thing suppressed my sales (probably a lot).  I have no idea what else the policies thing did as far as other settings on my account.

I’ve been looking for the shipping preferences also. I also cannot find the sellers hub. It’s like everything‘s gone or I’m just not looking in the right place. I used to do this on my laptop. Is it different on an iPhone?
