Hello, I want to ship some shirts and wanted to know if poly bags are shipped using the "large envelope or package" package type.

The rate for "Large envelope" is lower because it's a different USPS service. USPS calls this a "flat" and it not only must be literally flat (which they define as a variation in thickness not more than 1/4 inch), it also must be flexible and not over 3/4 inch thick. So your garment in a bag probably doesn't meet those criteria and must be mailed as a package.
The term "envelope" is confusing because an envelope could fall into any of the 3 First Class categories (letter, flat, or package) depending on factors like weight, dimensions (including thickness), flexibility etc.

Watch out. They can get torn in shipping. That can lead to damaged items. You can have unhappy buyers and refunding buyers. Not the best way to pack, beware.

Most likely a shirt will fall into the first class weight category. I ship shirts bagged in a clear plastic bag and then put it into a shipping bag. I have yet to have a shirt damaged this way.

Choose "Package/thick envelope," not "Large envelope".

First class package includes TRACKING. Large envelope does not include tracking, and you will either have to use stamps or pay at the post office counter.

I use poly bags and first class package, inserting the item into a clear plastic bag before inserting into the poly bag, and have had no problems. Depending on the weight of the packaged item, I might decide to use a padded envelope instead if the difference in price is a few cents. I have the ebay padded envelopes in all sizes.
