I had won a postcard from Uruguay by bidding. The seller guaranteed me that there were no other charges besides shipping and that's why I decided to participate.
I won it but when it came time to pay it turned out I had a VAT charge from Ebay. I refused payment to the seller and explained the reason. My question is DO YOU HAVE ANY IDEA what a "Universal Postal Union" is? And what right do you have to extort your customers? You are subject to an International Court of Justice for breach of basic correspondence between nations.

You are in Bulgaria.   A seller NEVER has an idea of what the custom duties / VAT charges are in each country. That was YOUR responsibility.   If you want to avoid paying any duties, buy items ONLY from sellers in your country.  It's impossible for any seller to know this information.

You aren't being extorted and nothing illegal is being done.

The EU requires ebay.com  to charge VAT on all purchases from EU buyers.  There may be an exception if the seller is also in the EU. 

When VAT is charged, ebay, not the seller receives the money. They in turn submit it to the correct government.

Yes, I know what the Universal Postal Union is.

 

It's a group, part of the United Nations, that allows postal services from many different countries to cooperate and each deliver mail items from other countries when postage was paid to the sending country's postal service, not the delivering country's postal service. This is a major benefit to people all around the world (including yourself), and you should not be acting like it is some conspiracy theory that is trying to defraud you. It's not. That's pretty obvious.

 

Nobody is extorting you.  Where did you get that idea from? There's no logic to that. Doesn't have anything to do with VAT either, which is part of European Union law.

eBay is required to collect VAT by European Union law. Bulgaria is part of the EU since 1 January 2007, so you are subject to EU law. You had no valid reason to cancel your purchase. That was an abusive buyer situation.
