Usps Tracking, Carrier Problem, Buyer dispute

For the first time in 18 years of being here on eBay I am upset with how this buyer dispute guarantee delivery works etc. 

 

The Buyer ordered May 2. I shipped May 3 USPS Priority Mail. It was accepted and scanned in. On May 7 it said delayed but still in transit. May 10 the buyer filed a dispute.  I responded. And May 14 the buyer was refunded in full.


The case was closed in buyers favor because I can’t prove delivery. Usps is experiencing delays . Why isn’t this taken in account? What happens when it arrives? I appeal and how will I know the seller will pay again?! 

 

There needs to be a longer shipping period. Especially for carrier problems.
