I have purchased 3 items that were $10 each from a seller based in Finland. However shipping is very expensive and the total for each items is a little more than $20. I had asked for combined shipping but he already shipped it and today asked if there is a way to make it combined shipping in ebay? Is there a way we can backtrack the shipping price or am I just screwed?

Did he ship it in one package or separately? If he shipped it separately than he has already paid out the money to the shipping company, nothing can be done at this point.
If they put the items in one package and the shipping cost less than what you paid, the seller does have the option of giving you a partial refund. But unless the seller already said in the listing or in a message that he would charge you less, it really is up to the seller on how to handle it.
You should always ask about combined shipping before you make a purchase.

If the seller has already shipped, then he has already spent the “shipping funds” on a label.
In the future, request invoice before you pay.

Yeah... I did ask about combined shipping beforehand but he was being all weird about it saying that it was $13 and ebay only was charging $10. Basically he said he listed the shipping wrong so he didn't want to... which isn't really fair because now I paid more for shipping than I did for the items. I only bought 2 more items to make the shipping price worth it... maybe I can try to ask him if he put them in the same box.

Your seller declined the combined shipping request before purchase - you should have moved on to another seller since you say the only reason you bought additional items was for a combined shipping rate. It sounds to me that the seller made their position pretty clear. Continuing to message them won't get you anywhere except maybe a spot on their blocked buyers list.
