Used computer to Brazil?

I'm researching shipping requirements and restrictions from US to Brazil. Am I correct in understanding that used computers cannot be shipped to Brazil unless they go directly to a charitable organizatiton?

there is long delay clearing customs in Brazil,your buyer files INR and you will lose.

Where did you read that? Computer software is restricted. Don’t see computers on the list. Just software.
