It has been almost a year since I went through the nightmare. Everything you posted is accurate. None of the requirements make any sense to me still! It is a nightmare across the language barriers. I don't even know if it is required for non-business accounts. But, with a 200,000 fine for not conforming, I did not want to chance it so I tried to do the right thing.
I can say one thing with complete accuracy...if you use recycling-dual.de it is a subscription based, auto-renew consumer trap. ZERO transparency. It will renew your license arbitrarily without notice.
