I have followed procedure to ship an item to my buyer. The USPS shows as attempted delivery and its been stuck tgat way for a week. I contacted buyer and he says his "agent" confirms receipt of the item. However I'm not getting paid as it's not marked as delivered. How do I or the buyer fix this problem?

First never contact the buyer asking if they have it. That gives them the idea that you don't know and that opens the door for them to file a not received claim.
Attempted delivery is covered if you sent it to the address eBay provided. It's up to the buyer to make arrangements with the PO to have the item redelivered or picked up.
If there's no dispute filed eBay will probably release the payment by 30 days.

Was it shipped to a freight forwarder?
If it was, it'll probably never show delivered.
USPS has stopped scanning packages delivered to freight forwarders.
