I remember a few years ago Italy changed their mail hub (or whatever it is called) because of theft or at least packages not being delivered.
are there still issues with USPS delivery in 2023?

If you ship an item outside the U.S. you are gambling with your money, shipping and the item.
There are no seller protections for Ebay's Global Shipping program. The buyer can file a claim with their credit card, bank or payment processor entirely separate from eBay's empty promises.
You also have no legal recourse to take against the buyer since they are in a another country and it would cost a fortune to pursue.
If you like playing Russian roulette then by all means ship your item.

I ship USPS international all the time but only to canada, UK, germany, france, australia & japan
I do not use ebay's global shipping program
if it is a high priced item, I ship USPS priority and insure with shipcover.
I don't see how it is any riskier than shipping domestically as buyers can claim those things here too.
but I was wondering if Italy still had the delivery issues as in years past
