USPS Insurance claim

I recently got a message from a buyer whom bought a item from me. I shipped the item as I described it would be shipped and today he recieved the item when it was supposed to arrive on the 23rd of this month. Now he's asking to the send him the information to make a claim with the carrier, funny thing is that I don't know what information that is because I didn't offer insureance or maybe I'm wrong. Please help, what do I have to do?

USPS Priority Mail automatically includes $50 of insurance coverage ($100 if you're a Top Rated Seller).  

 

However, if the item wasn't lost and isn't damaged, there's no basis for a complaint.  The only USPS service that would be relevant is Priority Express, which has a guaranteed delivery date and you can get your postage refunded if it's late.  USPS advertises regular Priority as having a delivery time of 2 - 3 days, but that's an average, not a guarantee.

You are the one who paid postage on this. There is no insurance claim if you did not purchase insurance. If you printed a shipping label through ebay look at the receipt half that printed out with it. It will state whether you paid extra for insurance. If you mailed it at the post office, your receipt will also show that.  Either way, your buyer can put in for a refund if he got a damaged item.  You may ask them to save the box and take photos of the contents.  But if you didn't purchase insurance that is meaningless. Thats what insurance is for....to cover you. Your buyer has absolutely nothing to do with insurance, it for the seller.  The buyer is covered with an ebay or PayPal refund.

FWIW, I have a had a buyer that on two occasions got a postage refund from USPS when he complained that his priority mail packages took too long.  I had nothing to do with the claims, and in fact was unaware of them until usps sent ME the refund.  (I forwarded the refunds to the buyer and have since blocked him.)

 

So, it apparently is possible for a buyer to weasel a few bucks out of USPS with only the tracking number as evidence, even though only Express services have a delivery guarantee.   I suppose if the buyer contacted me, I would provide a copy of my postage receipt, but I would also mention that USPS does not offer delivery guarantees on most services.

thank you for the help, my shipping was ground parcell so in that case I DOUBT I had insurance so I'm screwed.

What is the claim he wants to make? It is the seller who has to make the claim if item was damaged in transit, lost, not delivered on guaranteed date, etc. On lost or damaged items, a claim can only be made if you had insurance.

Again why do you need insurance and why are you screwed? Delivery wasn't guaranteed, there is no claim for the buyer to file with ebay OR USPS.
