USPS First Class Rate same as priority mail?

It appears, costumers are now paying the same rate for first class and priority mail for some packages? 

ebay shipping calculator shows same cost to customer for 15oz 15"x5"x4" (43147 to 10258)

For First Class packages, the weight limit is 15.99 ounces for online postage, but it's 13 ounces for retail. So if you set up calculated shipping with a weight over 13 ounces, the shipping calculator does what the clerk at the PO counter would do -- upgrades to Priority Mail.

Current online postage prices for First Class packages are the same for 12+ to 15.99 ounces, so the workaround is to enter a weight of 13 ounces even if your package is heavier (up to 15.99 ounces of course).

Or you could change your site preferences so that the shipping calculator charges the online postage rate, but that would affect all of your listings.
