We (in the US) have been contacted by a buyer who lives in the UK (England, to be exact) saying that they can't bid on our auction because it says "this seller does not ship to UK." I went in and looked at our shipping policies, and we have zero exclusions. We're also enrolled in the EIS program and have shipped to England before. When I looked at the shipping details in the listing, UK is not in the "Ships to" but is also not in the "Excludes" category. What am I missing?!?!?!

Two possible factors at play @miss_lous_garage.
1. Using auction format sometimes makes items ineligible for eBay International Shipping due to various hidden account restrictions.
2. Particularly since you're selling a lot of toys, please read this discussion for the ongoing eBay International Shipping / UK issue. It's lengthy, but there's a lot of info and some suggested workarounds if you stick with the discussion.
Point 2 above applies to this listing of yours, as one example: 296139206419
You'll notice the UK is not on your ships to list, nor is it on your exclusions list. That's because it's not an exclusion, it's an eBay-implemented block.

Need to check which countries you exclude.
UK is excluded of all your countries.

Used Auto Parts cannot be shipped there, so it's blocked (From what I've read)

Yep, import restrictions are another possibility. My post was geared towards the seller's toy listings, hence the specific item number I posted that blocks the UK even though UK isn't excluded. It would help if the seller let us know which item it is so we can check out exclusions, category, etc on the listing in question. 🙂

The item in question is Buddy L Pressed Steel Horse Van Truck 17" Long Chassis 10 Wheels Rare 1960s VTG, so it wouldn't be part of the used car parts block, as mentioned by another responder, but that is very good to know!

I checked all our settings, and we don't have any exclusions for any countries. As mentioned by someone else, I think it's an internal ebay issue.

There seems to be an issue with ebay today. I have had 2 customers say they cannot checkout and I have not had a sale in the last 5 hours which is a huge red flag that the site is messed up today

Please follow and "Thumbs Up" this earlier post to draw more attention on this still being an issue.
The problem is there are unlisted categories that are blocked from shipping to the UK when using EIS (eBay International Shipping).
eBay was made aware of the problem in Nov 2023 and hasn't seemed to provide the necessary feedback to let sellers and buyers know about the restricted categories.
