Trying to list item, USA Only & I am getting an error message saying I must block International?

Here is the message I am getting:

 

Due to export control restrictions, international shipping is not permitted for this item. Please select domestic shipping only for this item. Please see our International Trading Policy for more information.

I have item shipping as Domestic only & have blocked International shipping.  Why cant I list my item?  Any help is appreciated.

How have you blocked international shipping. Just by specifying no international shipping in the listing?

I'm guessing, but you may need to do that AND you may need to go into the shipping exclusions for the listing and exclude all countries except the US as locations you do not ship to.

That is using the Advanced listing form. You may need to hit customize in the upper left of the page to have the Excluded shipping locations options appear on the page. If using the quick listing form, I dunno - you probably need to switch to the advanced form for that listing.

To block countries that you don't ship to go to Account / Site preferences / Buyer requirements and click edit

Put a check beside 'block buyers who don't have a primary shipping address in a country that I don't ship to'.

I've always used just that block although I've never heard of that being an actual requirement but it might help in this case. If you do that, it shouldn't be necessary to use the country exclusion list.

edit....I just looked at your listings and realized what I described won't help as you use  the gsp.

I didn't look and didn't see the GSP thing either - OP needs to remove it from the listing then.

Also, I always forget about the 'block buyers who don't have a primary shipping address in a country that I don't ship to' setting because I've had it checked for years, and it should be checked, because there really aren't many scenarios where it is useful these days, but that setting it by itself does not prevent international buyers from viewing and purchasing.

You still have to use the "Excluded shipping locations" to define countries you don't ship to because eBay considers you to ship to ALL countries in the world unless explicitly excluded in the "Excluded shipping locations".

(I really wish eBay would flop the logic and default shipping to domestic only, and sellers would then configure an "INCLUDED locations" setting to define international locations they would like to sell to)

Followup:

Just looked at a few of OP's listings and some do have GSP offered. Even ones where OP states "No international bidders'.

That probably needs to be tended to (either remove the GSP and block international locations or remove the "no international bidders" statement in the description.) @42tomo

And again, if GSP was offered by default on the listing that wouldn't post, that is probably the reason.
