On February 20 I shipped a t-shirt to someone located in Poland. eBay suggested I ship it by eBay International Standard Delivery. The t-shirt came back to me today. it had a number of rubber stamps on it, all of them in Polish. I don't read Polish, so I don't know the reason it was returned. The name and address on the package is the same the buyer gave to eBay. Now what? How do I get the t-shirt to the buyer, and if I have to re-send it, who pays for shipping?

Most are smeared from exposure to moisture and are unreadable.

Just a guess but maybe vat due and they refused to pay it, therefore it was returned by customs.
Deduct original shipping and refund.

Track the package here - it might give you more information @kauvil-us.
I would send the buyer a partial refund after subtracting the cost of shipping and eBay fees then relist the item for sale.

Send a quick note to the buyer explaining that the item was returned back to you by the Polska Post Office for unknown reasons. (Probably because the recipient didn't pay duties or never collected the item at the post office). I would issue them a refund minus the shipping cost.

I did send the buyer a note through eBay explaining the situation, but so far no answer. It's been a couple of weeks now. For all I know he could be dead, or cancelled his eBay account. So how can refund him?
