I purchased some designer handbags from another country, the package is never released by customs.
I already received the mail from the U.S. customs last month, saying my package is seized and will be abandoned. Then I received a bill from UPS, requesting thousands of dollars for custom fees and brokerage fees. Should I pay? for receiving nothing?

If you dont pay, then by UPS policy, UPS will ask the seller to pay and involve debt collector. However, if UPS cannot locate/contact the seller in another country, what they do might be random although UPS cannot legally ask the buyer to pay it because shipper is the seller.

Since you are the purchaser and did not pay UPS for the shipping, (Seller did) ignore it.
The payment for shipping you sent on purchase was to the seller: they then purchase shipping.
Note:
you need to learn what can and can not be shipped into your country. This in a way may be your fault for not knowing such.

It would probably affect your credit if a debt collector was involved however, since it was the sender who hired and payed UPS, I would guess that's who they would have after. Did customs give you a reason for the seizure?

the customs said the bags are fake 😂 but i m pretty sure they are not, the seller is a reliable professional reseller.

TRUE, the buyer should know what is allowed but what if the item was counterfeit?
To cover their butt the person putting it in the mail knows what country it is going to and they need to be aware of the mailing conditions of the country they're sending something to. If it's prohibited it could be confiscated and the seller has to refund in full if that happens. The seller loses the item and the money for not knowing what is allowed and what's not allowed. If they get an order from a foreign country they should check to make sure it's allowed and it it isn't cancel citing a problem with the buyer's address- it can't be shipped to their country.

The seller may have paid UPS for the shipping, but there's usually something on a form that they fill out to indicate who is responsible for the customs charges, the importer or the exporter. FedEx usually sticks the exporter with the charges if the importer is supposed to pay them but doesn't. I'm not sure how it works with UPS, however.

Legally, you are the Importer. You should know what can or cannot be imported into your country. I am afraid, it is your responsibility. But I doubt UPS will chase after you, they most likely will just write it off.
