If tracking shows delivered you need to ask your carrier where they left it.  It's possible they left it at the wrong address or it could've been stolen after it was left.

The buyer's address is in Poltava, delivered to city of Krasnograd, about 50 miles away from Poltava. It's like it was addressed to Washington DC and delivered in Baltimore.

File a case with via ebay's "Resolution Center" for Itam Not Received (INR) if it is past ebay's  estimated arrival date.

You can also go you your local post office in Poltava and ask them to help you get the package from Krasnograd. They should at least help you to find out where in Krasnograd it has been  delivered.

Krasnograd seems to be a smaller town with not many post offices, I guess, so you can try to call them directly.

But definitely file an INR case.

Звонила, в колл центр почты, чтобы мне его переадресовали на мой адрес, но посылка была доставлена на ДРУГОЕ ИМЯ И ФАМИЛИЮ И ТОВАР ЗАБРАЛИ В ТОТ ЖЕ ДЕНЬ! почта к этому к этому отношения не имеет т.к. товар получен по имени, адресу получателю! Почему то у AliExpress таких проблем нет!
