How do i send money that was over paid to me in a refund? How do i send it back to seller without seemingly buying an item?

If Paypal was used to send you a refund go to that transaction and see if there is an option to issue a refund. I am  not sure if Paypal has an option to refund refunds. If there is no such option, try to send the money directly. Click on the 'send money' icon and the next screen should show ID of recent sellers you send money to. Try to find your sellers ID there. Then send money 'to a friend of family member' or similar wording.

To send money in PayPal you will need the sellers PayPal email address which is not easy to find.

eBay will not allow the sharing of email addresses, phone numbers, etc. in their message system. 

You can ask the seller to share his phone number with you. This page has instructions on how to do that. It also tells you where to look to see if he already shares it with buyers.

If all else fails and you still have his address, send him a check  or some cash if it's a small amount.
