You should be able to go to your seller hub, select the sale and enter it in the details. 

Or find the option in the dropdown next to the order in your Sold list.

You can't charge the buyer any more then the listing stated.

If you buy your label here, the tracking will upload. If you buy it elsewhere, come back to the order (Seller Hub/Orders/Paid and shipped) and upload tracking there. As Ken posts, you can't add more to the $5 s&h listed for your hoodie, for example.
