Shipping to the Marshall Islands?

Hello, someone just purchased an item and the address is in the Marshall Islands, which has a US zip code and is a US territory. My shipping profile was set to US only, so I guess that was allowed.  The buyer selected a flat rate box, but I can't print the shipping label, it's grayed out.  Is there something else I need to do, does anyone have experience with this?

If this shipment will require Customs forms, those will be offscreen further down the page, so your usual Print link (floating at the bottom of the current screen) will be grayed out until those are completed first. Scroll further down the label form and see if there is a Customs form waiting to be filled out down there.

I only have second hand knowledge of the Marshall Islands (They used to be home to Bikini Atoll) and what I've heard isn't good.

 

It's your choice-but I'd be tempted to cancel the sale for an address issue.  Whatever they call that. 

 

I can only guess what the issue might be with the label, did you pick the correct box?   The size is correct, the weight is reasonable?  You may be able to ship regular Priority Mail for about the same price-depending on box size.

Have they actually paid yet? Generally, the Shipping form will not let you buy a label before the buyer's payment has been received, since the Ship-To: address accompanying the payment may not be the same as the address with which the buyer registered his eBay account.

International Mail (usps.com)

The Republic of the Marshall Islands and the Federated States of Micronesia are international destinations. As part of an agreement negotiated between the United States government and the two former United States Trust Territories, mail destined to these two countries now uses the international rate schedules listed in the International Mail Manual (IMM).

Thanks for the link. That memo was issued in 2006.  Here's a quote from the current Domestic Mail Manual:

 

2.2 Mail Treated as Domestic

Mail originating in the United States of America, its territories and possessions, APOs, FPOs, DPOs, and the United Nations, NY, for delivery in the Freely Associated States, and mail originating in the Freely Associated States for delivery within, among, and between the Freely Associated States and the United States of America, its territories and possessions, APOs, FPOs, DPOs, and the United Nations, NY, is treated as if it were domestic mail. Product offerings and pricing for mail originating in any of the Freely Associated States is subject to terms established in the Compact of Free Association between the US Government and each of the Governments of the Freely Associated States. For information on products and pricing of items originating in the Freely Associated States, customers should contact the applicable country’s postal operator.The term “Freely Associated States” comprises the following:

 

Marshall Islands, Republic of the
Ebeye Island
Kwajalein Island
Majuro Island

Micronesia, Federated States of
Chuuk (Truk) Island
Kosrae Island
Pohnpei Island
Yap Island

Thanks for correcting my error. So, any idea why the OP is not given the option of printing a flat rate label for this?

The Marshall Islands is not a US territory.  It is a fully independent country - has been since at least the 1980s.  The Marshall Islands, as part of the former US Trust Territory of the Pacific, does maintain close economic ties to the United States, which might allow for the use of US postal codes.  However, all customs laws would apply.

A few years ago, USPS added a postal "Zone 9" specifically for Palau, Federated States of Micronesia, and the Marshall Islands, which are technically separate countries which use the USPS postal system which are referred to as the "Freely Associated States." So they use ZIP Codes and domestic postage prices even though technically not part of the US.

Thanks for all of the replies on the Marshall Islands topic. I contacted eBay support and since the Marshall Islands are considered a US territory, they are considered part of the USPS system. In this case all I needed to do was check a box and auto sign an online customs form and then the print feature for the mailing label was enabled. It was a medium flat rate box and no additional charges were applied. Very easy in the end.

Thanks for your reply.  According to eBay support they are part of the USPS system. All I needed to do was complete a short online customs form and then I was able to print the label. They walked me through it.  There was no additional cost above the medium flat rate box cost.

Hi and thanks for your reply.  It turns out that the Marshall Islands are a US territory and therefore part of the USPS system. I contacted eBay support and they walked me through filling out a short online customs form and then the printing of the shipping label was enabled.  There was no additional cost above the medium flat rate box, so other than that form it was just like shipping within the continental US. Very easy.

An update on this for everyone interested in the Marshall Islands topic. Once I completed the customs form and printed the label, I thought that this was not going to cost me anything more than shipping to the 50 states, but nooooooo, when I got my payout, I was slapped with an additional  1.65% international fee!  I re-looked at my shipping profile and promptly checked the box that I do not ship to US Territories or US Protectorates.

This has been discussed on several threads recently, but just blocking out international addresses and US Territories / Protectorates will not totally eliminate the possibility of getting hit with an international fee. You can be shipping to a US lower 48 address, and if the registered (NOT the ship to) address is international, you will be hit with the international fee. Foreign buyers will use a US based package forwarding service to get around a block on international shipping from a seller if they want the item.

 

In your case, it had nothing to do with the postage and ship to address, and everything to do with the registered address of the buyer.

Weighing in with an official response from the USPS. I work in Trade Policy at USPS. I only noticed this thread while searching for something else, and I do see that this thread is rather old now, but want to weigh in just in case someone might find this useful.

 

The "Freely Associated States" - such as Marshall Island. Are "treated" as domestic locations where rate is concerned, addressing, etc.  The ZIP Code is a US Domestic ZIP for Freely Associated States.  While, yes it is an independent nation-state, it has negotiated (with the US Department of State) a Compact which allows it to benefit from the association and postal services of the US.  

When sending to any Freely Associated State, or Territory or Possession of the US (except Puerto Rico, which is actually treated as a full part of the US, and "lives" inside the Customs Territory of the US) from any location that is inside the Customs Territory of the US - CTUS - a customs form is required.  Customs forms are used both to and from all locations outside the CTUS (including all Military and Diplomatic Postal addresses) when sending to another such location, or to any location inside the CTUS (there are some exceptions within island nations wherein they do not require customs forms when sending between Freely Associated States).

All of this is in the USPS Domestic Mail Manual, and I've always found it useful to "google" such things with the letters DMM and USPS in the search.

These locations - all PTFAS  (Possessions, Territories and Freely Associated States) are DOMESTIC rate locations, NOT International Rate.  Confusingly there are sometimes similarly named nation-states in some areas that are not part of the Freely Associated State compacts, but being a separate nation-state with political independence does not itself mean that a location is not part of a compact with the US to become a FAS.  If you see a ZIP Code associated with a location (in a Wikipedia page, or a USPS site, or other source of information) then it's a good clue that this is part of an agreement wherein this may be a domestic rate location.

Now, whether that location has its own Customs Agency (like Guam does, or other island nation), is not part of the "rate" discussion... and is a separate topic to review as this is entirely governed by the destination's political sovereignty/ laws. So, USPS is not assessing any such fees/ tariffs when something is going to a nation-state that levies such fees, we only do our best to report such things in the Individual Country Listings of the IMM (International Mail Manual) or appropriate country/Freely Associated State information within the DMM (Domestic Mail Manual).
