Shipping to the Marshall Islands?

Hello, someone just purchased an item and the address is in the Marshall Islands, which has a US zip code and is a US territory. My shipping profile was set to US only, so I guess that was allowed.  The buyer selected a flat rate box, but I can't print the shipping label, it's grayed out.  Is there something else I need to do, does anyone have experience with this?

Exercise caution when shipping to the Marshall Islands. Since December 2024, they have been unable to scan the final delivery of packages, whether Priority Mail or Ground. According to a customer report, their scanning system is not functioning, and packages are never marked as "Delivered," remaining in transit indefinitely. We have shipped several packages since November, all of which are still in transit with a "arriving late" status. This is a known issue, and USPS appears to be ignoring the situation.
