I'm not sure if I am even posting this in the right place to get help or answers but this is the problem. I purchased an item and the tracking number shows the package to be delivered but it wasn't, the carrier that was used to supposedly ship the package is one that I have never heard of ( don't know if I can mention the carrier name but if that's ok then I will if someone says it's ok ) anyway the tracking info shows that the package left Chicago at 3:47pm on the 10th and was out for delivery in San Antonio Tx at 4:58pm on the 10th, how is it possible to get a package from chicago to Texas in one hour and eleven minutes? The tracking info also says delivered to a safe place and then only uses the zip code, when I contacted the seller they uploaded a picture of alledged delivery in a yard that is no way mine and so I upload a pic of my yard to prove it's not mine. So I had to open a case but because the tracking shows delivered they sided with the seller and I don't understand how? Please help

Looks like eBay has finally taken heed of these scams and has changed their procedures. Now the buyer has to acknowledge receipt of the item before eBay pays the seller. I'm sure this will create its own problems, but it's a good development for honest buyers. So here's my story:
I was scammed in a purchase a couple of months ago. Almost immediately after the purchase, something didn't feel right, and I notified eBay of this several times by phone and messaging, but they did nothing. Even after acknowledging my claim in a phone call and telling me verbally that I'd get a refund, they reversed themselves after they got the "proof" of delivery from the seller.
As has been reported by others, the "seller" shipped something cheap to somewhere in my zip code and used that tracking information to tell eBay that the item had been delivered. I was able to verify with UPS that the delivery address did not match mine, but eBay was not moved by this info. Also, UPS told me that the shipment was for an Amazon purchase, NOT an eBay purchase (!).
I finally initiated a chargeback with my credit card issuer (Chase Bank). Right after I did this, eBay asked for more info, saying that they would finally intervene. But it was "too late." Naturally (ha), my chargeback caused eBay to drop my case. I finally got a refund from Chase in about 30 days.
Quite an ordeal.

This came of cat and mouse is just sad. While most buyers and sellers seem to be honest, there are enough bad ones out there to cause real problems. eBay is in a tough position, because they are acting as broker for these transactions and getting a fee for it. While I don't envy their position, they did put themselves there. And too often, people lose (and others gain) due to bad behavior. eBay is bound to make the wrong decision at times (and believe me they do!), because they ultimately have to take a side when the issue isn't clear.

Just a thought, I just had five packages delivered to me by an unmarked carrier, supposedly for Amazon, all were for various addresses on my street, but not me.
I had to walk around knocking on doors handing people their packages that the idiot driver dumped on my step. (I happened to see the driver stop, walk over to my side door, and toss a stack of packages on the ground outside my door and then just left. The guy was driving a regular car, he was wearing some sort of black ball cap and black vest with a logo on it but he never faced the camera directly for me to get good look at any logo.
One package was for a neighbor how gets medical supplies for her husband all the time, all were marked with the Amazon logo in plastic bag/envelopes.
It made me wonder how many things get delivered like that to someone who just keeps them or tosses them in the trash. A call to Amazon got me put on hold, I waited a bit then gave up and hung up.
No clue if they were bought through eBay or straight through Amazon but I've bought items here before and they came through Amazon.
The regular Amazon van drivers aren't much better, I've been handed packages before that weren't mine, found packages I did order tossed in the bushes or at a side door that I never use that's blocked by shrubs on the outside.
I'm seeing more and more unknown carrier deliveries lately around the neighborhood, and heard a ton of complaints about them tossing fragile packages, throwing items over fences, leaving items at the curb or on the ground at the mailbox by the road, etc.

Seller is committing mail fraud. You can contact the carrier and find out what address it was addressed to.
