If I had a listing for an item from Canada and I want to ship it to the U.S if a seller was interested. Like- Shipping was locked to Canada but wanted to change it to go out to the U.S
How long will it take for the changes to happen?

Changes of that type are immediate.

For whatever reason, this one is taking forever to update and I am unsure why it is not taking affect immediately.

You have 3 choices
1.) wait
2.) end listing and make a new one
3.) nobody wants to pay $100 for 6 VHS tapes when it is clearly shown I can get them for $20 from MANY USA sellers so just stick with CA?
