It was free shipping when I bid and won but it's now $17 when I go to pay. Is that normal?

The seller is from China and something you should have done before bidding is read over feedback given. They have a low feedback count which other buyers have the same experience which is the listing states free shipping however they send an invoice with the shipping cost of $17.99.  This is a clear red flag which is why it is important to bid on things within the United States.

The seller has this in the description: "Please don't give me negative feedback or open the case if you don't receive your item within 40 days, please contact us immediately for further assistance." 

If the EDD (estimated date of delivery is in less than 40 days and you haven't received it, you CAN and SHOULD open a claim. And do NOT close that claim in the event the seller tells you that they can't issue a refund when it's open! (That's a favorite tactic of Chinese sellers but the problem is that if you close the claim, it's over and you won't get your refund nor can the case be reopened.)

I have reading problems so I might have missed it but is it the additional charges? The total of my purchase was $0.13. I thought it would be listed as tax or something, not shipping.
