It was free shipping when I bid and won but it's now $17 when I go to pay. Is that normal?

Hi @penandinker_3 . Sellers in that country, and a few others, are known to list items that are not genuine. The listing says agate, but it's probably resin made to resemble agate. Use extra caution vetting listings and sellers from other countries and if you have questions before making a purchase, you can always post on the Buying board to get help.
The seller adding a ship cost after the end of the auction violates eBay policy. There is no way for you to get around that ship cost once the invoice is issued. Do not pay.
You will get an unpaid item strike, but if you contact eBay customer service and let them know the seller advertised free shipping then added a $17 ship cost after the auction ended, CS will remove the unpaid strike.
