Buyer can not purchase located in Hawaii

Ebay will not let me buyer purchase it still says will not ship to Hawaii. I can not find any settings changing anything. All I can see is international off and on toggle.

Shipping to South Africa -

I'm concerned that my goods won't reach me in South Africa as the postal service is not functional. I ordered goods that do not go via the ISP. Should I be concerned. Will the packages still be delivered to my door?

I would like to by item with listing "Collection in person only" but when I try to make purchase i get message that seller is not shipping to y country. I don't need shipping option because I will organise my own pick up. Please help.

Shipping costs

I have a bunch of Halloween costumes. I talked to several people who were shipping their costumes via Media mail. How are they able to do that? How are others shipping their costumes?
