I want to offer Parcel Post shipping, which as I understand is uninsured (is tracking included?) Twice, when a buyer selected PP, I upgraded to Priority because after the ebay discount it was cheaper than adding insurance to PP.
Is it possible to create a shipping rule that adds a handling charge only to Parcel Post, but not to Priority (or 1st class) when offered on the same listing? If yes, please describe how.
If it's not possible, is there a work around to adding insurance to PP? I don't mind paying for insurance if my $80 blender sells, but adding insurance to a $6 french press hardly seems worth it.

There is no way to selectively add a handling fee (such as for insurance) only to some shipping options and not others.
All USPS package services automatically include tracking (formerly known as Delivery Confirmation) at no additional cost.

If you want insurance, you buy it when you buy the shipping label.

Thank you for the response, however I don't believe you understood my question. I did not ask how to buy insurance, not at all.
I asked if there is a way to make a shipping rule that applies a handling charge only to Parcel Select shipping. The idea being to help offset the cost of the insurance (that I know how and where to buy.) Do you know? TIA!

And the lesson to be learned is, that unless it an oversized package, you might as well just list it at Priority Mail and be done with it. Parcel Post (actually these days it is called Parcel Select) is much slower and you run the risk of irritating a buyer who wants it NOW!.

You are correct. Only shipped via USPS mostly shipped via USPS priority mail, My experience says that there is very little difference in label cost for the same size package & weight between Parcel Select & Priority mail plus a Priority mail shipping box is free - you either have to buy a box for Parcel Select or go dumpster diving. With all that said - I never shipped a package that was over 1 cubic foot, except 1 time - learned my lesson - it was a light weight package (western style hat) - that was in one of those dreaded regional C priority box - USPS discontinued them about as fast as they introduced them.

The new rates that went into effect on January 9 actually dropped many of the prices for Parcel Select, so now there can be a significant difference.
For instance, shipping 3 pounds to Zone 8 costs $17.74 via (online) Priority, whereas that same package via Parcel Select would cost $12.25. For 10 pounds the prices are $36.77 and $17.83 -- Parcel Select Ground costs less than half the cost of Priority. If you're shipping a large package that has bumped up to a dimensional 12 pound rate, the prices are $41.10 and $20.26.
The Regional C box was a flop because its price matched the regular rate for 17 pounds yet it had a weight limit of 25 pounds, leaving a very narrow window for savings. Anything under 17 pounds was cheaper to ship via regular rates and anything over 25 pounds couldn't use the Regional C box.

I stopped offering parcel select when the dimensional rates were added to them too. So now you are saying that isn't always the case since January 9? I also thought ebay had removed the ability to print parcel select labels. Has all of this changed now? If so, I need to make some revisions. I have a few bigger items that just won't sell because of my shipping costs.

Parcel Select Ground labels are still available through eBay for some sellers. According to one staffer, they're still available for Top Rated Sellers. I don't have a clue how they arrived at that policy.
Considering the significant savings, it could be worthwhile for Sellers to offer Parcel Select even if they have to go elsewhere to purchase it, such as PayPal or pirateship.

Thanks for the info. Haven't shipped an eBay package in over 8 months - hung up my eBay selling spurs over 8 months - personal reasons ( I enjoyed eBay selling and made good profit) much rather watch our 3 year old grandson instead - get to walk in our woods with him, play catch, shoot pool, talk about dinosaurs, take him fishing, etc. - nickname "Tater' Salad" - he was shaking his "booty" almost non stop at our grand daughters wedding the reason for the red checks.- he's got rhythm.
