Shipping Labels For Used Lithium Batteries

Does eBay have a link to download required labels that need to be added to outside of packages to be shipped by ground (a requirement) for used lithium batteries?  Should the battery be inserted in device or wrapped separately in package? Thank you

Did you ever get a clear answer?  I've seen the links provided but am overwhelmed. 
I assumed I could check the "hazardous" box on USPS (calculate a price) that would provide me with a simple answer, but I'm starting to feel that there is no simple answer since it depends on so many factors.
Still, I am pretty sure eBay does NOT provide those labels.
I think the following is true, but I am not confident:
-I read that it's okay to print your own labels.
-I read that the UN3481 label can be used for rechargeable lithium-ion laptop batteries when they are shipped with other equipment and the UN3480 label is for the same type of battery if it is shipped alone.
-I read that if you are shipping used batteries, you need to specify ground shipping.
-And I THINK leaving the battery installed is better.
Any clarity on these would be appreciated.

Hello. With so many things to consider I decided not to include the lithium battery in my listing. Plus I had never used it to test if it was in good working condition although it most likely was. The best place is to go to the Post Office in person and find a person knowledgeable on shipping used lithium batteries.  eBay doesn’t appear to have those labels (I think) but the Post Office should. Go to more than one if it’s a small Post Office and they don’t have the staff or are unfamiliar. There are at least two labels when it’s a used battery and of course ground shipping only for safety reasons. Good luck.

No.

 

If shipping Lithium Ion with equipment, Google "UN3481 label pdf", print it, and attach it to the box.  Write your contact phone number on the label (in case someone needs to contact you).

 

(UN3480 is the number if it is only a battery, without equipment).

I guess its still a total confusion to me. If I sell a battery pack with 3 new undamaged cells with all the safety circuitry that shuts off if shorted out etc am I sticking a UN3481 label on it? What if the pack has 9 cells (what unreadable legalize I've read seems to imply it can't have more then 2 batteries then its saying no more then 4 but in no instance can this be both 2 and 4?)  Who writes this?  

So??? if I'm selling new undamaged batteries without being installed in a device am I supposed to sell them 2 (or 4) at a time with UN3450 labels?   

Last if I've get a crate of new unused battery packs how are these supposed to be shipped? I know there have been Aircraft Fires but the only ones I'm familiar with are from badly designed battery systems that were part of the aircraft or cell phones not packages in the aircraft.  

So just talking out loud here but why are we allowed to have a cell phone aboard an aircraft? Why are people designing battery systems for Aircraft that start fires?  Maybe every single electric car should be taken off the road? I'm trying to understand the logic because either way you look at it there is something really iffy
