Shipping Cost

How do I change my shipping cost for a certain item that I have an offer on? I tried revising it but it has a locked tool on the shipping so it won't let me change the shipping amount. 

Please help thanks!

You can not change the shipping fee (and other things like the price) for items with pending offers.

As noted in the other post, you can't revise a listing that has an active offer or counteroffer.  

But you can send a counteroffer which adjusts the item price so that the buyer's total payment would be the same as if you had revised the shipping cost.  Offers are not supposed to involve the shipping cost; Best Offer is about the item price.

You can confirm the offer as it is, but warning the buyer to not pay immediately. Then you can send an Invoice to the Buyer and change the shipping method and shipping price.

eBay collects fee on shipping after the payment is effected. This is the same when you combine shipping in case of multiple item order. You send an Invoice and adjust the shipping cost according to your will and / or agreement with the buyer.
