How do I change my shipping cost for a certain item that I have an offer on? I tried revising it but it has a locked tool on the shipping so it won't let me change the shipping amount. Please help thanks!

So i recently sold an item and the buyer has messaged me saying to text him because he wants to talk about the item and that i will receive payment asap. Is this a scam? Any help would be great thank you.

I accepted the terms of compensation with the buyer for the damaged item but don't know how to give them compensation through Ebay.
