Just a curiosity question. I recently bought an item from a seller that said shipping would be $17.50. When the package arrived, the postage paid was clearly marked as $9.60. I am not a seller so I am not sure how the shipping estimation works. Is this normal? Should there be a shipping refund of the difference? Thanks in advance for any insight.

The price for shipping shown in the listing is the amount the seller wants.
It is "shipping & handling". It is the amount that you agreed to when purchasing and does not always equate to the exact amount paid to the carrier.
Some sellers add a bit to the shipping portion of the total cost to make the "asking price" for the item more attractive.
Sometimes a seller will refund some of the difference when shipping is less than expected/shown, but there is no requirement for them to do so.

Basically, when looking to buy - add the item price & shipping. That is your purchase price. If you are ok with it, buy it. If you dislike it, move to next. I have waited 25 years in some cases for the exact item I wanted. I am not typical, but - it is a simple & personal choice on what you seek to spend overall.

If the listing stated $17.50 sipping/handling, then I would accept that shipping charge regardless of what the seller actually paid for the shipping label & their handling. I wouldn't expect or request a refund.🙏
