Ok, about 9 days ago i bought an item from a seller and i paid extra to have tracking number in my order, i usually wait two days for the seller to send the tracking number (back in 2016 another seller just provided it when the item got shipped) but this current seller i bought from, is not giving it to me, saying the post office didn't give it to him, or it's not ready, until eventually last Thursday he said i would get it between 2-4, now a week has passed and i still don't have it, now he's just replying "Once item arrive in your country tracking will be available" so then, what's the use of tracking number if i only can use it or get it when the item arrives to my country? isn't the use of tracking numbers to track your shipment globally? adding to that, the post office here where i live, doesn't call the recipient if they have a package for them, so i really need the number.
any help? did he scam me or what's actually happening?

@creoleorchidoh wow man! thanks for the big revelation! i didn't notice that don't ship to the UK, so i can't apply for a refund unless i have an actual product on my hands to return it? or i shall keep insisting on the INR until i ask eBay to step in?
EDIT: no he does actually ship worldwide except the US

There are two cases in which to file for a refund, Item not received, or return for refund. The latter would be if the item was defective or not as described.
In your case let’s hope it’s the former, Item not received. Obviously you can’t return an item you haven’t received so INR would be the option to choose.
If you do get something and it’s not right, let’s cross that bridge when we come to it.

I know exactly what you are talking about and I wouldn't worry about it just yet. I have seen tracking for overseas purchases take as long as 10-12 days before it shows up. Are you sure this isn't coming from Asia even though the seller says they are in the UK? Because it sure sounds like it, but I could be wrong.

UPDATE: great news! i just received a message from the post office, it's in Turkish, but it means i have a package for me waiting to get picked up
