Ok, about 9 days ago i bought an item from a seller and i paid extra to have tracking number in my order, i usually wait two days for the seller to send the tracking number (back in 2016 another seller just provided it when the item got shipped) but this current seller i bought from, is not giving it to me, saying the post office didn't give it to him, or it's not ready, until eventually last Thursday he said i would get it between 2-4, now a week has passed and i still don't have it, now he's just replying "Once item arrive in your country tracking will be available" so then, what's the use of tracking number if i only can use it or get it when the item arrives to my country? isn't the use of tracking numbers to track your shipment globally? adding to that, the post office here where i live, doesn't call the recipient if they have a package for them, so i really need the number.
any help? did he scam me or what's actually happening?

You would probably be best served to post on the UK board as few of us here have any experience with shiping ex UK. I have personally never heard of tracking not being available at all until it hits the destination country. Even China Post has tracking in two stages.
What is the estimated delivery date on the order?
Delivery is estimated beywebe 6th Mar and 1st Apr, but as I said above, the mail services here suck, they don't notify when items arrive

UPDATE: the seller suggested a reshipping with special tracking that will make it arrive in 5 days, costing him £20 (hopefully he doesn't charge me), but on the condition of giving him a positive review

SCAM. Why would your seller have anything to reship if it's already shipped and on its way? Just focus on your refund @amg21893 if you don't get a tracking number by April 1 to go claim at the post office.

I will take his words for it to arrive in 5 days, he will ship it by tomorrow and give me the tracking number, if it didn't get here in the next 7 days, I'll file for a refund

Bro, you are getting scammed, he has "yet" to ship the item yet he is already deploying stalling tactics. Unless you want him to weasel you out of your 30 day safety net that is your eBay MBG i would utilize it the moment the ETA passes. (To see the ETA for an item that is not showing it you have to click it "i didn't receive it" link, then ebay will tell you to "wait a bit longer" while showing you the ETA date that you are looking for).
If by some miracle you receive the item then just pay him his money back.

Although you may have paid for a tracked service to Turkey, all the protection of tracking is for the seller.
Tracking protects the seller against unwarranted Claims of non-delivery.
That is all it does.
It does not make the item move faster and it does not guarantee gentler treatment.
In some postal systems it means that the postal workers will be more wary of stealing mail, but even that is not a certainty.

This is Bad. The number should be given to him by the post office when he bought the shipping.
He is not truthful.
You, however, are protected by eBay's Money Back Guarantee.
If the item does not arrive by the date eBay gave you, open a Dispute in the Resolution Center at the bottom of this page, and unless he can prove delivery (not shipping, delivery) you will be refunded.
You do not need to close the Dispute to be refunded. Do not accept an offer of a replacement because that will never arrive either.

Around the date when the item should arrive, you are going to have to go to the Post Office daily to ask if a package has arrived for you.
Personally, I would allow a week of enquiries, starting the day before the last day for delivery .
Be polite to the staff, of course. This is usually helpful.
If the purchase has not arrived by then, open the Dispute.

The buyer's protection is being able to file an Item Not Received dispute, if the package is not received before the last Estimated Date of Delivery. The seller's protection is a tracking number showing a Delivered status to your address. In the U.S., that would be shown as Delivered to the buyer's City and ZIP code. If you are in another country, I am not sure how that would work.
While it is convenient for you to have the tracking number so that you can follow the shipping progress, it is not required that the seller must give it to you. If the package has not arrived when promised, you can file a Not Received complaint.

As I said, it may be an extra-cost option when mailing a package in other countries, but in the U.S., the tracking number is free, and provided automatically when the seller buys the label.
The seller needs it to prove delivery if the buyer files an Item Not Received dispute. The buyer does not need it, because the buyer can just file the Not Received dispute if his package has not arrived by the promised day (i.e. the last Estimated Date of Delivery).
However, it is helpful to provide the buyer with a tracking number anyway, so that he can see that his package is on the way. My buyers always receive their tracking number. (On the U.S. site, eBay sends the buyer his shipping information automatically.)

Sadly, you’re only option it to wait until after April 1 to open a case for non receipt. It does sound like your seller is being less than honest with you but there really isn’t anything you can do until that time.

@creoleorchidhe told me he would reship yesterday (Monday) and give me the tracking number and i would receive it in 5 days, well, he still didn't give it to me, i might be in the wrong here, but i'm impatient in this kind of stuff, you see, i've dealt with other sellers and they give the tracking number and the transaction go smooth, but here i paid extra for it (might be a dumb mistake from my side to do it) and since i paid for it, i should get, and if he doesn't wanna give it, at least just give me updates of the whereabouts, i will wait for these 5 days to finish and then will apply for refund and look for another seller, maybe even go to Amazon, because sellers seems more responsible there (unless of course, he replies with something useful, then i'll wait for 2nd Apr, his messages are all generic and the same, being "thanks", "please wait for our message (which never arrive)" or "ok" )

UPDATE: it must be hard for him to be this gangsta and not caring, must've been a regular action from his buyers to return or cancel items that he doesn't give a **bleep** anymore

I found your seller and there are a few red flags.
While he has tons of feedback, 99.5 is not that great for a seller of this volume. In fact he has many, many complaints of non receipt and poor quality and communication.
He also states that the item you bought ships from the UK but he excludes UK from his shipping policy. (Exclusions: Australia, Germany, Austria, Spain, Ireland, Italy, United Kingdom, Canada, United States). That is curious indeed and leads me to think he's either drop shipping from somewhere else or waiting until he gets a sale on certain items to buy them then ship them to his customers. Thus the extended delivery date. (makes sense why he excludes his own country in order to justify the long EDD). He may not truthfully have the tracking number because he did not personally ship it.
I avoid these types of sellers like the plague but cheap items draw bargain hunters. All you can do at this point is like I said. Wait until April 2 and file non receipt. If he can't supply eBay with the tracking number. If you run into problems then, come back here and @ me.
