I bought some small items a few weeks ago. The seller charged $4.99 shipping. The items were supposed to be here on June 16th. It came one week after the expected date. It arrived in a cut up manilla envelope that was taped around the open ends, and they did not provide a tracking number. The items were ok so I did NOT ask for a refund. Instead I gave her neutral feedback about charging so much for poor packaging and being late. The seller has messaged me twice telling me that she will refund me $4.00 of my shipping ONLY if I change my feed back to postive. Is that breaking ebay rules?

Yes. That is feedback manipulation and you should report her. Tell her to stop messaging you, the feedback stands, and you will report her for trying to extort you for positive feedback.

Thank you both for your advice and the website. I thought it was strange when the seller messaged me everyday, and asked me to change the feedback for a particial refund. I have contacted ebay and they filed a report about feedback manipulation/extortion. I wish ebay had a block seller option.

A seller can offer it but not cannot require it.
Vague wording at best, unenforceable policy at the worst.
