Your PO may be in error in their thinking.
If the label was sent through an eBay return request then the label is a "return service label".
I returned a 4+ lb package using a "return service" label with no issues.
If provided directly outside of a case, and does not say "return service", then disregard.
Maybe just find an office where you can just drop without dealing with an employee.

Possible to go to a different post office? Your post office is in error. This can be shipped this way.

Just affix the label, drop the 4 pounds in the parcel bin next to the APC kiosk, and slowly back away.
1. If it is delivered, you get a refund.
2. If it is returned to sender, you get a refund.
3. If it is held for postage due, you get a refund.
At eBay, whoever paid for the shipping (buyer or seller) is responsible for it. So if you buy the return shipping, you might end up out-of-pocket for the postage, and up the creek without a refund; don't do it.

I'm a mail carrier. Though the label states First Class, the charge is set when it goes through the returns dept. The label should be accepted no matter the package.
