Hi,
I bought a tennis bracelet from a seller (located at Turkey) paid $48 include shipping.
Before I made the order I make sure that he can resize the bracelet to my size and that it is genuine sterling silver (I even attached a picture with a similar bracelet next to a measuring tape).
When I got the bracelet it wasn't my size and I'm not sure that it is a genuine silver.
I contact him and explain the problem. he try to put the blame on me and after I opened a return case he accept it. But said he can't sent a return label because of his location and ask me to pay for the shipping ($15).
eBay sent me a notification of "time to ship the item" but said the the seller responsible for the shipping cost.
the seller refused to send shipping label, refuse to send the cost of the shipping and when I go to "ask us to step in and help" it leads me to my shipping request with the seller address and the only option for me is to "mark as shipped" or "contact the seller" no option to contact eBay.
I'm really upset. feels like a joke because I don't want to spent extra money for the retune. what should I do? I feel like I'm blocked.

And this is why you do not purchase out of country.
The return cost and process is usually to much. It is easy for such sellers to use the system against the buyer as in this case.
As it is: It is your cost to return the item, and that is why they give the address. Of course tracking is also a problem.
You don't return you don't get a refund. eBay will side with the seller and you are out the money.
You return with out tracking and you are out the money and item.

And who know were the check out occurred: in yours or their country..

But guess who is going to lose in this situation....
Since they can not find the label for a return they can not ship it back..
Well I will go with the response:
Contact customer service by sending a private message on social media.
They may take a few days to get back to you.

It isn't your responsibility to pay for return shipping for an item not as described even if the item was bought internationally. However, it isn't possible for someone in another country to purchase a usps label so you should go to the post office or the usps web site to figure out what it would cost to send the item back with tracking (Priority international) and let the seller know how much the cost will be. Then, they are supposed to send you the money via Paypal. I would find out that info before contacting ebay.
The problem with the whole procedure is that once they accept the return, there is not way for you to ask ebay to step in if the seller doesn't follow through with a label or money for a label so you'll need to contact ebay directly. You can do that through facebook or twitter.
