1) Get payment
2) Ship a dummy package to anywhere to get a tracking number
3) Put the tracking number on the order.
Now, when the buyer gets nothing and tries to file a complaint with ebay or paypal, both ebay and paypal look at the order...see the tracking number...check the tracking number and see that it delivered...then deny the buyers complaint.
Result: Seller got the buyers payment, someone somewhere got a dummy package, buyer loses their money

The tracking number would have to show delivered to your zip code.

He's a scammer in Germany selling 3 expensive items from California??? I would call eBay.

When a package does not arrive but shows delivered you need to go to the main post office and ask the postmaster for documentation of the GPS coordinates to get the delivery address for the package. This documentation to to be provided and you have to call eBay to make them look at it.

Buyers can do the same thing, except with the return of an item, allowing them to keep the money and item
