CAN YOU TELL ME WHY EBAY CAN TAKE 10 PERCENT OF THE SHIPPING COSTS AND CALL IT FINAL VALUE SHIPPING FEE WHEN IT DOES NOT OR NEVER DID REPRESENT ANY VALUE WHAT SO EVER TO ME? AS A SELLER AM I SUPPOSED TO CHARGE 10 PERCENT MORE THAN WHAT THE ACTUAL SHIPPING COST IS? WELL WHAT IS MOST LIKELY TO HAPPEN THEN IS BUYERS WILL GIVE BAD RATING FOR SHIPPING FEES THEN EBAY RESTRICTS MY SELLING ACTIVITY, THEN WHAT!!!

I sell with shipping included(shows as free shipping) on 1st Class and "flat rate" items.
I am charged the FVF on the full amount that the buyer pays. Why should it be any different for you????
On calculated shipping I include my costs in the asking price.
I have no complaints for shipping costs.

And the why?
Big reason that has been explained many times.
In the past a seller would list a $20 item for $1 with $19 shipping to beat the FVF's.
eBay took the easiest route to end that abuse.

"CAN YOU TELL ME WHY EBAY CAN TAKE 10 PERCENT OF THE SHIPPING COSTS AND CALL IT FINAL VALUE SHIPPING FEE" = because they can!
the FVF on shipping costs has been in effect on eBay for many years now and it is the seller's responsibility to know these fees before committing to become a seller. Sellers have adapted to this policy and it is the seller's responsibility to charge what they need to for their items. Buyers either buy or don't buy based on the full price of the item(item price plus shipping costs). If you feel you cannot adapt to this, work more of the shipping cost into the price of the item and keep your shipping costs at the lower price that you prefer.

Sellers have been paying a 10% FVF on shipping since 2011. ebay charges a 10% FVF on the entire transaction: item price plus shipping. Sellers are charged 10% FVF on the item price immediately when the item sells. It does not matter where you purchase the postage. The charge on shipping is made when the buyer pays, since shipping may have changed due to upgrading the shipping service.
ebay did this because for years, some sellers would charge $1 for the item plus $50 for the shipping. ebay was losing a lot of money on FVF. When ebay went this route, they gave sellers free insertions and they dropped the FVF to 10% across the board. Previous to this, there was an insertion fee on each listing, depending on the opening bid, and a tiered FVF depending on the category of the listing.
You need to list with Calculated Shipping. Enter the packaged weight, rounded up to the nearest pound. Enter the dimensions of the package/envelope, rounded up to the nearest inch, and the method of shipping. This way, ebay can calculate the shipping from the buyer's zip code to your zip code. If you charge the retail counter rate, but print your labels via ebay or Paypal, you will be charged the commercial base rate. You don't lose any money this way. The difference in rates is enough to cover the FVF on shipping.

Would you rather have 15% on the item price? The fees are what they are. Charging fees on the total is the most fair way because it doesn’t matter how the seller splits their total between item and shipping.
This is a final value fee. People need to stop thinking of it as a shipping fee.
If eBay charged it in one charge like amazon and Etsy, sellers wouldn’t complain about it being on the total. eBay splits it because they don’t know what shipping the buyer will choose until they check out. This would be a total non-issue if eBay charged the whole fee on checkout. However then they wouldn’t get to keep the extra when sellers of unpaid items don’t file to get their fees back.

It is a Final Value Fee on the total revenue (your value) you receive from the buyer. Sellers are allowed to add a handling fee to their shipping charge - sellers have the choice to charge the retail price of the shipping label or the commercial rate or what ever amount they wish. When a seller embeds their S & H charge in to the price of the item and calls it "free shipping" they are being charged a FVF on that total amount.
This is not a new practice by eBay about 9 years old.
eBay does it because they can and it is legal.
As a seller you need to find away to recover all your fees/costs and profit margin in the price of your items to be successful.
