I don't purchase from eBay often, but when I do, I normally don't have any issues.
This particular transaction has been nothing short of
disappointing. I made an offer for the item, which the seller accepted. I received a message the same day asking me, when I plan to pay— I did so later on that day.
After 2-days of the item not being shipped, I asked the seller when he planned to ship it out, he informed me it would get shipped out on Saturday (it was Thursday), due to the fact that he needs to receive the funds to be able to pay for the shipping, and that the item was to be shipped out before the 24th as per EBay's guidelines, and that "everything would be ok."
Come Saturday, I didn't receive any details of the items being shipped. I messaged the seller, who then told me it would be shipped out the following day. Come Sunday, no correspondence from the seller, so I waited till the very end of the day and requested for him to send me the tracking details.
I woke up the following day, to a message from the seller telling me that he actually has until the 26th to ship out the item(s) and to add insult to injury he now informs me that the shipping rate changed from what I paid and is a €30 difference, and proceeds to ask me "how he should proceed";
I think it goes without saying...
also that the item has been revised, in other it was broken but we fixed it. Nowhere in the description did the seller inform buyers that it was a "revised" unit. Which he then gave me the costs of these so-called "revisions". I normally don't purchase "revised" products online (especially when it comes to electronics) considering I don't know who fixed it and how adept said person is in repairing high-end electronics.
If I ordered and paid for an item on ANY reputable marketplace, they certainly wouldn't reach out to me a week later in an attempt to have me make ANOTHER payment to actually ship the item.
Due to the unprofessional nature of the entire transaction, the seller needs to make it right and send out what I agreed to pay for, and he agreed to accept; regardless of the so-called change in rate. Considering that I paid a considerable amount for the item, I find it appalling that the seller is now asking me "how to proceed".
*I also noticed that the 'delivery by' date keeps changing...
Does anyone have some pointers for a situation like this?

It's against eBay policy for the seller to ask you to pay more for shipping. Of course your reply to his "how to proceed" question should be a polite version of: Ship my dang item!
OTOH, the listing does specify a handling time of 5 business days, and it was sold last Monday, which means that if the seller ships today then he is shipping on time. eBay sellers are allowed to choose their handling time, although eBay strongly recommends one day because buyers (such as yourself) get impatient.

As nobody*s_perfect has stated, the handling time can be longer which gives the seller more time to collect shipping supplies to ship out your purchase. This also can be confusing because Ebay will have a shipping time estimate which can give buyers an impression that may not be correct. That being said, the buyer should not of agreed to something different (not sure if they had a handling time of 5 days) than the listing unless they could accomplish this. Not that they are technically wrong if they can't but never looks good when it happens. What they can not do is ask you for more money after the sale. That is against policy and i would politely ask them to ship as stated on your purchase. After that i would stop communication and wait to see if they ship your item or not. You could report the seller because they are not suppose to ask for more money and i am sure they are aware of that.

The estimated delivery date doesn't change.
If you're looking at the delivery date in the listing, yes, that date changes and would be right if you were buying the item today.
Look in your Purchase History for you're estimated delivery date, not the listing.

I indeed asked the seller to please just send the item(s). Awaiting his reply...not very confident TBH.

Thank you for your reply.
The seller initially told me he had until the 24th, but today he expressed that the date was actually the 26th....at this point i have no idea, since im not able to see that on my end.
